I would add, it's likely it was a "miss" and that they intended for the chest. Up and to the left is a common and typically indicates anticipating recoil and flinching the firearm upward and left just before or as the trigger is pulled. A novice shooter.

As a Liberal gun owner and veteran, 200 yards with a bolt action rifle or semi-automatic rifle isn't a difficult shot. The closest targets at the range I visit start at 200 yards and go to 1000. A few hours there to get yourself acquainted is all it would take.
