If you want to argue for reforming or even making cuts to foreign aid, you'd have a lot of support. But that isn't what Elon and DOGE did. They just indiscriminately and without legal authority shut the tap off, dooming thousands of people.

Can employees not raise the same issues the Special Counsel raised directly with MSPB, or would MSPB say it doesn't have jurisdiction to hear those?
