The ones in brighton mostly are. In the City of Rochester the dark purple areas are industrially zoned it appears....
The areas in purple are those where its legal to build apartments in Monroe County. Not exactly a significant portion of land. It seems fairly to say apartments are predominantly illegal to build.
And most of these areas are probably already developed with apartments.
