Main problem I would see with keeping vpp’s in the public space right now is that there is still a tonne of innovation needed to unlock the full potential of demand side response. I don’t see that happening under government schemes.

With enough competition, the vpp offerings automatically become customer focused.

In Europe the transmission system is public, but the energy companies are private. Therefore as a consumer you are completely free to choose the DR program/vpp to your liking.

The first one was pretty straightforward to solve. Since I haven't coded in rust for a long time I was mostly struggling with the borrow checker as expected.
