Fair enough, but assuming the vote was not split perfectly along some suburban/urban divide doesn't that have more to do with specific political leanings in Ottawa? It seems like a stretch to use this one vote as proof that amalgamation in a very different context is a bad idea.

I don't know enough about Ottawa politics to deny that but it's not stated anywhere in the article where each of the councilors who voted for it are from? And in what way does this represent a rural/suburban vs city issue?

Why not look to other cities/countries that don't have homelessness problems and learn from them? Proving that Victoria isn't the worst does nothing to make it better.

Fair enough, but at the same time no reason why the successful program could be expanded to cover saanich, also feels counter productive to demonize "suburban voters" as some enemy of the city...
