They aren't saying that because it's now 11 days into starving people by denying SNAP funding. And they could have made this deal before SNAP funds were cut off 12 days ago.

They don't need a shutdown to do it. They don't need anything from any Democratic representative to do it. They can simply do it at any time.

They can eliminate the filibuster and bring it to a vote. They can choose to do anything as the majority. The current mix of ellected Republicans clearly don't want to, else they would. I have no doubt that a number of them do want it though.

This bill, if it passes, will be after SNAP is funded for the month of November. I'd say that the perception will be that they messed up their negotiations.

This bill won't have an impact either way on that. Waiting until the courts make a decision has no cost in terms of SNAP payments because the bill would need to pass both chambers before the stay expires.

Anyone in need of assistance with food will need some other source of help either way.
