Trump thinks foreign governments pay tariffs (wrong!), not US importers. So, why not propose a bill in Congress to exempt US importers from paying his tariffs?

While you make good points, one key factor you are missing is that the House Republicans inserted language in the CR abdicating Congress’ authority to override Trump’s “economic emergency” declaration, giving him otherwise unchecked tariff power.
