Yeah, it makes more sense to me when thinking about it as "forecast". Weather sites universally think you don't care about the past, and only the future. (Every time I've wondered "how cold did it actually get yesterday?" It's been a pain in the butt to find.)

Listed low on every weather site is "over night low". So the 5 degrees is the temp it will be at 5 am (or whatever) tomorrow morning. Yesterday's low was how cold it was this morning, and warming up from there.
