Anyway, this is a policy decision to make more families homeless in order to increase investment funds’ profits.

The housing crisis is only addressed by policies which lower the cost of housing- rent and purchase- and neither the state bureaucracy nor the landlord classes want that.

If you approach the desired end state as “housing people can afford” instead of “more housing”, you can quite easily measure the likely success or failure of any policy in addressing the housing crisis.
