Some examples of actions include clarifying roles, appointing thematic experts, providing simple self-assessment tools, pre-call consultations, practical mentoring and peer groups. Not all of these have to be organised by the managing authorities, with other external actors supporting too.

At each stage, the beneficiary will require different capacities. Consultations might be required, technical knowledge, coordination, etc. Results point to two main gaps: perceived shortage of thematic expertise, and the administrative burden and procedural complexity.

With a recent study they are trying to understand not just the beneficiaries' capacity needs, or what the MA needs, but how they can work better together. The pilot project looked at several programmes, detailed in the map.

OECD started working on this topic since 2018, and has created a framework for administrative capacity building, with beneficiary capacity being one aspect of this.

There is a positive association between life discontent and EU scepticism, and further research by the authors has demonstrated the geographic reality is complex. While discontent regions base this on economic opportunities, political-discontent regions base this on cultural values.

#CAP and #LEADER are benefitting #nonurban areas and #CCIs the most, even though they are not at the core of measures. LEADER programmes support projects based on the choices and actions of local populations, funding #social and #institutional #innovations.

Andre Torre presented on Developments in CCIs. He argues that #CohesionPolicy has devoted many programmes for the development of #peripheralareas, but very few to CCIs. #SmartSpecialisation focuses investment on technological innovation, and this is not the core of #CCIs.

Regarding European Cultural Policy in general, it has a symbolic task of representing a European #identity. This has been developed top-down but attempts have been made to develop a bottom-up strategy. #Nonurban areas are still often marginalised in #EU #culturalpolicy.

The IN-SITU project delves into a gap in research and policy in what concerns innovation in non-urban areas. Its goal is to better understand forms, processes and #governance needs of #cultural and #creative actors located in #nonurban areas of #Europe, and to enable these actors as #innovators.

What role does #EU #CohesionPolicy play in consolidating #metropolitan #governance? It depends on the pre-existence of metropolitan institutions and cooperation dynamics. But it is difficult to identify causal links in some cases. Explicit consolidating role in cases like Turin and Riga.

What is the #metropolitan added value of #EU #CohesionPolicy? It depends on the types of programmes and instruments, the relative magnitude of the CP delivered on the ground vs the actual budget of the metropolitan area, and the coherence between goals and the mechanisms involved.

What role do #metropolitan areas play in #EU #CohesionPolicy? It depends on the peculiar national administrative traditions and structures and on the resulting #governance model. Some countries are more regionalised, others are centralised, and others mixed in the way they manage CP.
