My cat got so hooked on cheap kibble she totally stopped eating wet food or even drinking water.
This led to an emergency vet trip where we were told she had life-threatening constipation and a bill for several thousand pounds to help her poop and recover.

This is a massive change in emphasis.
So big we NEVER asked for it because we just would never have got agreement from our constituent LAs.
That said, it feels really important - horse trading and exceptionalism gummed up every single day.
This incentivises everyone to get things done.
