Well said. It's the Libertarian idea that government exists only to police the laws and guard the borders, and nothing else. Taken to an extreme you could see the federal government confined to a 100-mile-wide strip adjacent to our borders and shores, and the entire interior a feudal free-fire zone.

Cities get called upon to do more all the time. Use 21st Century tech, abide by reams of laws and regs, community gardens, public health, complex transportation planning, terrorism threats. Do they feel like they know where to find help? Governing Magazine?
