As well as the (most important) impact this has on recipients' ability to afford their home - LHA is (rightly or wrongly) essentially used as a demand / starting rent measure in for mid-market rent in Scotland 1/2

There's reference to 'working age benefits' being uprated by Sept 2024 CPI - guessing that would be for the ultimate post-LHA assessment amount, rather than change in LHA measures driving uprating. Though I confess I haven't attempted to parse this before!
