Compliance shows hysteresis: high compliance requires a period of very high enforcement, to break habits of non-compliance, and to embed an expectation of punishment. Once this is done, enforcement can ease off.

This is from energy system modellers rather than climate modellers; but we do model scenarios with significant reductions in energy demands.
