But I’m just relying on ratesetting basics and my own (now dated) experience before the CPUC and other regulators… so I should probably go back and read the LBNL paper you posted before I try to say anything more substantial about the current situation

Right. These rate-class averages are a useful data point where, in theory (if rate-setting was fair and equitable) any gaps from the systemwide c/kWh mean should be fully explained by higher (or lower) actual costs of serving (TOU, T&D CAPEX, billing, etc) THAT SEGMENT of customers.

True, but a flat volumetric approach to rate-setting would distort the allocation of other real costs of service delivery.

While I agree most current $/kWh rates are inequitable, I think the way to fix this would be better organized ratepayer advocacy.
