I should point out that the NWS forecasts large areas at once, and even stated that local areas could see excessive rainfall. While yes, I am sure there was at the very least some kind of miscommunication, I am hesitant to blame it at all on the NWS/WPC.

This will severely affect the accuracy of tornado damage surveys for the foreseeable future. These surveys are important for collecting climate data, and for categorization purposes. The NWS uses this data to better understand conditions which can be used in later years for a more accurate forecast.
