I get this question a lot. Arc are leaders. Matriarchs or Patriarchs of tribes. Some tribes choose leaders by decent, some by combat, some by vote, some by a council of elders. Some rare Arcs are the living avatars of sources. All tribes are allowed to select their arcs however they see fit.

Lloyd’s “Oni Form Arc” was so badly mishandled that I would actually prefer it if they had just introduced the concept at the end of Hunted in lieu of the well-written “power of resistance” story beat if it meant getting a well-rounded Oni Lloyd.
