We began with the pretty simple assumption: that a broker that has registered with one state *would probably face the same registration requirements in the others* and found *hundreds* of brokers that fit that mold for every registry.

You can also use our database here to drill down into the 11 data brokers that are (or rather have admitted to) selling reproductive healthcare data.. That we even know these 11 brokers are is thanks entirely to the California Delete Act. privacyrights.org/data-brokers

I am *pretty sure* that breaches are, over all, increasing over time. Isolate just the HIPAA breaches, or just California or Maine or one of the states with a long track record of notification requirements and that number is absolutely going up each year.
