Genuinely, DC (train stations have escalators + elevators, there is an extensive bus network)—definite time tax for transit-only users but navigable incl. into surrounding suburbs

Until you’ve participated in union contract negotiation it can be hard to conceptualize that an owner or manager would care more about screwing their workers than keeping a business profitable or indeed open at all, but it’s actually not so uncommon!
