Fetuses are not children. And if you want to claim them as dependents on taxes, then you can claim them on Government Assistance Applications like HUD, SNAP, etc. Also ...life insurance in case it ends in miscarriage, disability insurance, in case it's born with birth defects, etc.

Kids should be able to have a phone on them. And the teacher should have the right to confiscate the phone.
All I know is that in a dangerous situation I want my child to be able to call for help.
