Wow, this seems like something worth celebrating (and that one of those tropes we have about ourselves as a nation needs to be updated). England's Year 9 maths students are the best out of any country outside East Asia.
This makes us the highest performing country outside East Asia. Given all the challenges our schools have it's a phenomenal achievement.
