The secrets are invasive, "like a cancer" (a simile piled on top of the metaphor), and he has to hack at those invasive, malignant secrets to "tame" them. It's all very confusing.

There have been no news reports of cattle disease outbreaks and all that would follow from them, e.g., quarantining and depopulation of herds, other countries banning imports of American cattle and beef, etc. These people lie without compunction, and the hosts let them.
