Stability studies conducted under cGMP regulations are very strict about risk. The use date is typically set in such a way that it's practically guaranteed that EVERY packet of a drug will be safe. So naturally, the date will be shorter than real expiration for a large portion of product.

I am a chemist that performs the stability studies that go into establishing use dates. It's all about risk. Yes, most individual packets of drugs hold potency beyond use date. But if there's even a hint of potency loss or impurity by the end of the study, the date is set accordingly.

Tie in mechanics that change the value of the dice on trade to swing advantages, dice color meaning, etc...
