But to answer your question, I'd make Robert Moses the Green Goblin.

Not to be pedantic, but it was Stan & Steve Ditko who were working on Spider-Man and disagreed. But the big clash was really over Stan not paying Steve for the work he was doing plotting the stories. The Green Goblin excuse was a way of making an underpayment issue seem like creative differences.
