Ed Miliband hit on that with "predistribution" but it was a bit too wonky for the average punter! I think it's the right idea but the challenge is to communicate it in a way that feels achievable and understandable

Oh and "pay their fair share" doesn't work, it's too vague. If you can imagine your opponents using your framing without problem, it's not working

Instinctively I like the framing and would be curious about testing it. I can imagine it having to be part of a wider story about how billionaires are taking from us - generally speaking people struggle to conceptualise problems that stem from systems

2. they struggle to conceptualise how much a billion actually is. When you ask them to describe billionaires, they will talk about not having to work, not having to worry about money, big houses, holidays, freedom. When you help them conceptualise it, they are a lot less favourable

I've done focus groups where people are remarkably positive about billionaires, for 2 reasons: 1. they have a deep need to believe that hard work reaps rewards (because they work v hard) and don't want to live in a world where people are that rich for no good reason.

not specifically but framing around billionaires getting paid for our hard work tends to test well. One thing Anat Shenker Osorio says is "if you want to know where your money has gone, look to the people who have all the money"

You can't just scrap ECO and replace it with something else (not that the govt is even proposing this). Pulling funding means collapsing supply chains and immediate job losses. I think the entire insulation industry is at risk, and given we have the coldest, draughtiest homes in Europe, that's bad!
