As the leader of the party, you own this failure. Your personal vote doesn't matter, and it's basically worse that you are distancing yourself from the outcome by publicly condemning your fellow Democrats who voted yes. As a NY voter, I'll remember this when you're up for reelection

My issue with the phrase "during COVID" is that it usually comes across as "between March 2020 and whenever the speaker personally decided COVID was no longer a concern," which often coincides pretty closely with when (e.g.) my employer started denying my reasonable accommodation requests
