I’m pretty sure this is how some co-ops, such as Co-Op City, in NYC work. The ones in NYC are usually based on income.

Yes, it is realistic. The bloc vote in Ramapo votes locally for Democrats and nationally for Republicans. This is true for most districts in Ramapo with the exception of New Square, which has traditionally voted for Democrats since Clinton pardoned some residents.
