Here, I see U-shaped effects on river flow (cfs) response (given soil moisture) after similar amounts of rain: two inches may result in flooding when soil is fully saturated OR too dry to absorb extreme rates of rainfall. But two inches of rain that infiltrates moist soil results in no flooding.

I also believe frequent (temporal) data points of soil moisture indices are needed. But the organic content of the soil matters too. How well can that rain infiltrate and be retained?
