Why not implement progressive pricing based on volume of consumption e.g. the energy gets more expensive the more you use. They do this in India and it means those who use very little pay a very low rate and those who use alot pay a higher rate. Simpler?

Ha ha...Time and money to do an unrationed (and effective) intervention in reading for all children who are behind in Year 1 and 2. So no golden ticket, but it is possible to not have disadvantaged pupils behind, and the government should be doing it. Publishing the case study within the next month.

Absolutely. At fischerfamilyfoundation.org.uk we are running a programme to give an effective high dose, high impact intervention in reading in Year 1 and Year 2...watch this space but we think we can obliterate the disadvantage gap by Year 3...None of this is necessary.
