Notably, discussing a deck that yes does not have GCs, but also does not have MLD, combos, chaining turns, or lots of tutors, and the owner decides it's still a 3 not a 2 on perceived power level alone

I can't stress enough I'm okay with saying either "My deck is a gamechangerless 3" or "My deck is a really powerful 2" but as far as I can tell there is not currently a concensus even among creators. (For what it's worth I'm on your side now Graham)
