4. Right now, private individuals and groups cannot sue to enforce the Voting Rights Act's Section 2 in Arkansas, Iowa, Minnesota, Missouri, Nebraska, North Dakota and South Dakota.
For now at least, only the head of the Justice Department can file these types of lawsuits there.
