Any power that is given to one person alone will eventually be corrupted for personal gain and the accumulation of more power.

Congress should take the power to levy Tariffs away from the Executive Branch. Tariffs are a tax on the American people and Congress is responsible for setting the Tax Code by passing laws. Tariffs should be no different under the law.
