If my memory serves, there may have been an idea to have Boethiath's quest culminate in the assassination of the Queen in Solitude, but it got scrapped, which sucks majorly if true.

Is it the Vaermina daedric quest? That's one of the more fun ones imo. Although it's really funny that this person has hallucinated a scenario where the daedric quests are somehow tied to the broader narrative of the game instead of largely half-baked side quests.
