I have very limited experience with it, but someone recreated Photoshop as a website, I believe it should be able to do that (I still have CS6 so I haven't explored it too deeply) - but check out Photopea (dot) com

E.g. if the difference between using a Titan and a 4090 is like 10 minutes, it's worth it to not splurge. But if a Titan needs 3 hrs and the 4090 3 minutes then that's a significant tradeoff. I can't seem to find any good info online...
