There would have to be some kind of constant outrage target replacement and institutions would have to tell their people (whom they are trying to retain/make happy) that policies aren't going to change even if you are outraged about xyz.

One thing about outrage though, if people love being outraged on social media, isn't it insufficient to just identify heresy and say, hey institutions, treat moral intolerance like religion?
