Who would enforce this? We don’t have a city workforce to enforce existing regulations. We can’t even do traffic control. We can’t keep sidewalks or roads clean. Why would you add more regulations and further strain the system?

I’m curious if you’ve considered that what you are presenting as causation is actually correlation? Hot dog carts don’t bring foot traffic; they are a response to foot traffic. So could you focus on making the streets safer and cleaner and busier and then you can focus on hot dogs?

Isn’t this an important point?! How are people experiencing homelessness (and mental illness/drug addiction) served? Isn’t that the most pressing issue currently in Portland? How can Portland replicate anything if our approach is to treat low income vs chronically homeless as the same population?
