This is worded poorly. It suggests a 50% reduction. In reality, 30% of total costs is an indirect rate of 43% so cutting to 15% is a 2/3rds reduction.
A 15% indirect cost rate will now apply to all new and existing grants, NIH said in a memo from its director’s office. Typically, about 30% of an average NIH grant to an institution is earmarked for indirect costs, according to NIH’s notice, but some universities get much higher rates.

Figure 11 from Ghitza and Gelman 2014: "Changing White Electorate as a Function of Presidential Approval". Reagan Conservatives (Born 1960-1979) are the most Republican, followed by Eisenhower Conservatives (1935-1949), Baby Boomers (1950-1959), New Deal Democrats (1855-1934), and Generation Y and Millenials (1980-1994). Only the later two favor Democrats.
