You’ll probably need a somewhat fast hotspot to stream the game in portal outside of your house. The idea of a streaming hardware sounds great but the price just ain’t it. And if I’m going to steam it, I can do it with PS remote play for free.

Portal itself can’t function without an internet connection outside or inside the house.
It’s not worth it in my opinion since portal don’t have the hardware to run actual game natively. All game are streamed from your PS5 or cloud gaming if you’re a PS PLUS subscriber.
