While yes, you can't get to a lot of the older expeditions, they always do a revisit of the expeditions that happened that year near the end of the year (like around December) so if you missed one you have a chance to go back and do it.
As for timesink, sorta? Depends on what you do and such.

It's a post-apocalyptic setting using a d6 system similar to Shadowrun. You can get mutations that can change up how you play and with some expansions you can play as a robot that found meaning to life, or a wild animal experiment that became a furry
