Just look at Japan, which is home to the last legal domestic ivory market in the world. The country's regulatory and enforcement actions to date have been inadequate to stop criminals from bringing ivory out of the country illegally. eia.org/report/japan...

The revisions come after executives from Daigo Ivory pleaded guilty to fraudulently selling elephant ivory as mammoth ivory on Yahoo! Auctions. Tokyo police estimate the company sold around 4,600 items suspected to be ivory online between 2022 and 2024:
