These house the working poor. Without them, there is no city, so the .1% should subsidize them.
1) Raise taxes on "Billionaire's Row" and other top-1% residential properties.
2) Add a vacancy tax, especially on commercial properties, to discourage warehousing. Empty storefronts are a blight.

To all the folks screaming "why don't they get charged with perjury": that's a last-resort choice, and not a serious one. Nearly all criminal cases involve some amount of perjury, it's the extraordinary evils that are being done which need attention, not the ordinary ones.
