Unique among the english-speaking countries of North America, Newfoundland did not treat Indigenous people as non-citizens, wards of the state, confined to reservations and denied civil rights.

Why then do some say its policy was neglect rooted in ignorance?

The reaction to the Mosley decision misses the bigger point in the convoy episode: the fed and prov govts couldn't work together to resolve a relatively minor problem without resorting to the biggest hammer they had *and* breaking the law in the process.
