A small correction: It isn't actually a new "rule": CBP never changed its rules for gender markers when US State Department and other countries started issuing X passports. Here's more on the legal back story (happy to talk directly if you are interested):

Not that it violates US law for US citizen (even dual cit) to enter or leave US without valid US passport. Even if enter w/ another passport, US law requires you have US passport with you.
