Orano Group och Urenco förfogar redan över stora centrifuganläggningar för anriktning av uran. Det som inte finns idag är produktionareaktorer för vapenplutonium. Britterna har kvar några gamla AGR i drift som kanske kan fungera.

Yes, and long half lives means low radioactivity, which means not well suitable for a dirty bomb.

Plutonium is not very radioactive, and it's not very mobile in nature so it's a very poor choice for a dirty bomb. Especially weapons grade Pu which is very low in higher Pu isotopes. For a dirty bomb you want a short lived isotope, still, the effects are going to be very limited.

Since the US failed to build a MOx fuel plant that could have reused the plutonium as nuclear fuel, the backup plan have been to dillute it and bury it in the Waste Isolation Pilot Plant in New Mexico.
