The impacts are becoming apparent as institutes settle on new “paylines,” or the portion of peer-reviewed grants that meet the cutoff for funding. The dramatic drop at NCI is likely to result in “substantial loss of principal investigators and staff,” NCI Deputy Director Douglas Lowy recently told an advisory board. And similar plunges in paylines are emerging at other institutes, according to NIH grants staff speaking on background and a Substack posted online today by anonymous NIH staff. (Science has verified that it is genuine.) At several institutes, for example, between one-half and one-fourth as many grants will be funded for the remainder of this fiscal year, compared with same period in 2024.
