It is a truly rotten idea for so many reasons:
There is no good way to do it.
It puts ranking ahead of caring.
Bureaucrats will be in charge of what good care looks like. (not patients or clinicians)
It makes hospital boards afraid and encourages them to control hospitals through fear.

Too true, but no civilisation should able be to call itself civilised if it's normal to be sick.
We need a civilisation that helps most of us stay healthy, rather than wait for us to get sick and then ask for help.

100% by the time someone ends up in hospital, it's often too late to avoid expensive treatment with all the problems of recovery and side effects and problems and disruption for the patient.
The GPs are the people with the real power to prevent that.
