I worked with someone at the time whose husband was working on this deregulation at Ofcom and they put a huge amount of work into it only for it all to be redundant in maybe 3 or 4 years.

Yes! If you’re in your 20s now and working you can’t afford to buy or even rent in London but you can afford £350 a month for a flash car. All comes back to housing affordability in the end.
