Still needs 2/3 vote to override a Trump veto. This will never happen. Also, there’s been many examples of the minority party, wanting to force a vote on one subject or another and not being able to. So if it is possible, it must not be very easy to do and of course will never pass with 2/3.

I don’t think that’s true. There’s been so many votes over the years that the minority party would like to put on the Floor that never comes to fruition. And Trump would actually have to sign it. Unless there were 2/3 majority vote in both chambers to override him, which is never going to happen.
