Sounds like exactly the maximalist demands one would make publicly as an initial anchoring point with a goal of something in between this and going back to pre-2014 borders and a BATNA of continuing to chip away at the Armed Force of Ukraine with marginal territorial gains.

Trump is currently negotiating not with Russia but with the Ukranians, the EU/NATO and the old guard within his own national security apparatus. Once he gets them on board to end the conflict on terms less than the return to pre-2014 borders, the negotiation with Russia begins.
