Just nu: Fack, forskare och landsbygd i unik klimatuppgörelse
I en historisk koalition samlas nu fackförbund, forskare, miljöorganisationer, landsbygdsrörelser och civilsamhälle bakom tio förslag för en rättvis och möjlig omställning. Målet: att skapa en klimatpolitik som både minskar utsläppen och har stöd hos människor i hela landet. Tidöregeringen brukar ofta hänvisa till bristande folklig förankring som ursäkt för att inte lägga fram mer ambitiös klimatpolitik. Den nya koalitionen visar att detta inte stämmer. Bakom punkterna står bland annat LO, TCO, Saco, Hela Sverige ska leva, Sametinget och Naturskyddsföreningen. Initiativtagare är forskare i Fairtrans. Enbart de tre fackliga centralorganisationerna organiserar tillsammans ca 3,5 miljoner medlemmar. Överenskommelsen sammanfattad: **1. Skärp klimatmålen med en svensk utsläppsbudget** Inför en tydlig koldioxidbudget som fördelas sektorsvis – för t.ex. transporter och bostäder – för att leva upp till Parisavtalet. **2. Investera i omställningen** Stora offentliga investeringar behövs för klimatomställning, infrastruktur, kompetens och välfärd – för att omställningen ska bli möjlig och upplevas som rättvis. **3. Satsa på kompetensförsörjning** Utbildning, forskning och arbetsmarknad måste stödjas så att gröna jobb blir fullvärdiga och så att arbetskraften matchar de nya behoven. **4. Reformera skattesystemet** Avveckla subventioner för fossila bränslen och styr skatter så att de främjar förnybar energi, effektivitet och social rättvisa. **5. Fastställ långsiktiga spelregler** Skapa stabila överenskommelser över blockgränser och långsiktiga regler för energi och omställning – så att investerare och samhälle vet vart det går. **6. Gynna energieffektivisering** Satsa på att använda mindre energi, återvinna mer och ta vara på spillvärme – särskilt inom byggnader och bostadsområden. **7. Bygg ut förnybar energi här och nu** Öka produktionen av vind- och solkraft snabbare än idag, med statligt stöd, bättre planering och lokal återföring av vinster. **8. Satsa på hållbara transporter för alla** Utbyggd kollektivtrafik, fler cykel- och gångvägar, elektrifiering av bilar – och det måste fungera i både stad och landsbygd. **9. Stötta jord- och skogsbrukets omställning och främja cirkulär ekonomi** Jord- och skogsbruk måste bli mer klimatsmart, och varor/tjänster ska produceras och användas åter- och vidarebefordrat för att minska klimatpåverkan. **10. Engagera medborgarna** Demokratiska former som medborgarråd och dialog ska användas för att människor känner delaktighet i omställningen – så att klimatpolitiken får folkligt stöd.
